Having observed teachers and kids using handhelds, the technology won't get used unless it is robust, waterproof, anti-glare screen, low-powered (or easily rechargable in sets of 30+), and can be updated easily in bulk with recent software. There are also host of pedagogical issues that are more complex to investigate, especially with regard to making use a digital libraries for learning. That's definitely true; robustness, reliability, and clarity of the devices and their interfaces is essential. I'd also like to an emphasis and using these tool to augment and enhance physical experience (i.e. not as a replacement for real-world observation and manipulation) and as a way to foster sharing of collected and observed data and doing collaborative projects... I see the combination of bluetooth (for ad-hoc p2p networks), text input, cameras, mics, and other sensors, perhaps in conjuctional with conventional desktop-based authoring environments, as a powerful set ofenabling tools for student collaborations.
